In February 2024, the Homeland Defense and Security Information Analysis Center (HDIAC) led a Tabletop Exercise (TTX) in support of military physicians in a residency program. During this program, students obtained their master’s in public health, and the program leadership identified a need for TTX-style exercises to build upon an understanding of the material.
HDIAC developed a scenario that led to a humanitarian disaster in the Caucasus region. Through a United Nations request, U.S. forces intervened to assist with limited medical care and logistics. Students examined a variety of issues through the lens of working with a different culture and in a setting where they only served in an advisory role. Lectures were provided to set the stage for a discussion of the scenario through four phases. Students also reviewed an existing, real-world camp to appreciate the way a camp is designed and functions.
The exercise culminated with students splitting into three groups and addressing an issue within the notional camp. Students back-briefed the group on their plan.
