Technology Industrial Base Protection and Promotion, under the Technology and Manufacturing Industrial Base (TMIB)
Ms. Lirio N. Avilés is the Director, Technology Industrial Base Protection and Promotion, under the Technology and Manufacturing Industrial Base (TMIB) directorate in the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), Office of Strategic Technology Protection and Exploitation (STP&E). In this role, Ms. Avilés leads the development and implementation of a protection and promotion framework for critical and emergent technologies, and for the innovation base developing and manufacturing those technologies. Additionally, she serves as the lead for OUSD(R&E) reviews of foreign investments in the U.S. and export control licenses and regulations. Her previous roles include Fixed Wing and Shipbuilding Assessment Lead in the Office of the Deputy Assistant Secretary of Defense for Industrial Policy; Prognostics and Health Management Engineer in the Joint Strike Fighter Program Office; Test & Evaluation (T&E) Advisor for the Air Force Life Cycle Management Center; and Human Factors Engineer for the Air Force Test Center at Edwards Air Force Base. She holds a Bachelor’s degree in Industrial Engineering from the University of Puerto Rico, and an MBA in Industrial Management and Human Resources from the InterAmerican University of Puerto Rico.
