Learning from Foes: How Racially and Ethnically Motivated Violent Extremists Embrace and Mimic Islamic State’s Use of Emerging Technologies

This report focuses on three emerging technologies that terrorist organizations have begun using. These technologies include cloud-based messaging applications, weaponized unmanned aerial vehicles, and social media bots. Starting with the Islamic State, this report will identify how various organizations adopted, or failed to adopt, the use of these emerging technologies.
